CLASP

Making appliance energy efficiency the new global standard

Program Highlights

  • In February 2012, the DOE adopted recommendations of a CLASP field study in the draft version of a new television test procedure for potential federal efficiency standards and the ENERGY STAR. CLASP conducted a field study to improve energy consumption measurement in relation to automatic brightness control, a feature that can dim the TV screen in response to darker rooms. Read more.

  • In October 2011, CLASP hosted a super-efficient clothes dryer industry summit, where various key stakeholders – manufacturers, utilities, and S&L program representatives – shared research, upcoming S&L activities, and plans for utility incentive programs for super-efficient clothes dryers. • In August 2011, CLASP completed an evaluation of different techniques for measuring television lumen output during the test procedure process. The research aimed to improve the ability of test procedures to more accurately measure television energy consumption, which in turn can increase energy savings. The results of the evaluation were used by DOE and EPA in television test procedure development and revision. Read more.

  • In response to a 2010 Federal Trade Commission (FTC) rulemaking on an EnergyGuide label for televisions, CLASP provided input to the FTC in order to help determine whether to adopt an electronic label for the product group.  CLASP collaborated with the Government of Australia, which had considered a similar labeling approach but determined that a material label had higher visibility for consumers. CLASP additionally provided analysis that alleviated concerns expressed by manufacturers that a “cling” label would damage the TV screen, enabling the FTC to approve the cling label option. These improvements enable consumers to make better economic and energy-saving decisions when purchasing televisions. Read more.

  • CLASP's U.S. team shared international best practice on monitoring verification and enforcement (MV&E) with the U.S. venue during concurrent efforts by DOE and EPA to restructure their enforcement programs for federal efficiency standards and the ENERGY STAR label.  CLASP worked with Mark Ellis, a leading expert on MV&E best practices and author of a CLASP guidebook on the same theme, to inform the process that lead to improved enforcement programs for both DOE and EPA.
