CLASP uses its extensive experience in energy efficiency policy development and implementation to support the Super-efficient Equipment and Appliance Deployment (SEAD) market transformation initiative. As the SEAD Operating Agent, CLASP provides strategic advice to guide program activities. CLASP also facilitates five government working groups that promote market transformation through coordinated efforts on public procurement, technical analysis, standards and labeling policy, awards, and financial incentives for energy efficient products.
SEAD was launched at the first Clean Energy Ministerial (CEM) in Washington, D.C. in July 2010. The initiative includes the member governments of Australia, Brazil, Canada, the European Commission, France, Germany, India, Japan, Korea, Mexico, Russia, South Africa, Sweden, the United Arab Emirates, the United Kingdom, and the United States. CLASP was appointed as the SEAD Operating Agent in 2011.
CLASP supports the SEAD initiative and participating governments by documenting and disseminating S&L best practices; facilitating collaborative policy dialogue; developing rigorous technical analysis and policy recommendations; and providing direct technical assistance to policy makers.
