Scope

self ballasted compact fluorescent lamps (CFLs) with integrated means for controlling starting and stable operation that are intended for domestic and similar general lighting purposes

As part of the overall MEPS requirements, there are performance specifications for the following CFL attributes:

Run-up time
Luminous flux, efficacy and lumen maintenance
Power, power factor and harmonics
Premature lamp failure rate
Low temperature starting
Switching withstand

Colour attributes
Mercury content

Efficiency Requirements

In order to conform with MEPs, the standard states that CFLs must comply with one of the following:

"Local" MEPS (see only column two (2) of the table below for performance requirements.
Model certification with the Efficient Lighting Initiative (ELI). More information available from http://www.efficientlighting.net/ (column 3 of the table below lists performance requirements for this scheme).
Model certification with the Energy Savings Trust (EST) version 5 or version 6. More information available from http://www.energysavingtrust.org.uk/ (columns 4 and 5 of the table below list performance requirements for these schemes).
