The Collaborative Labeling and Appliance Standards Program (CLASP) is thrilled to welcome Mr. Frank Klinckenberg to its team in the consultant position of Technical Director.  For over a decade, Frank has been involved in establishing and shaping new energy policy frameworks in a large number of industrialized and developing countries. In addition, he has set up and carried out monitoring of numerous government policies.

Since 2000, he has worked as a consultant, specialized in providing targeted policy advice to governments and businesses. Frank has worked on various projects related to energy and sustainable development for the Dutch and UK governments, the United Nations Development and Environment Programs, the International Energy Agency, the Climate Technology Initiative, the Dutch national energy agency, and other governmental bodies, industry associations and NGOs.  Between early 2008 and 2010, he was Policy Director for the UK Government’s Market Transformation Programme. As Policy Director for the Market Transformation Programme, he oversaw the analysis of all product areas including: consumer/electronics and information and communication technologies, household appliances, lighting, heating, and motor systems.  At Novem, the Netherlands’ national energy agency that is responsible for national energy efficiency, his responsibilities included: Design and Evaluation of national energy efficiency programs for households & household appliances; Participating in European committee for appliance labeling & standards development; the role of European project manager labeling & standards for clothes washers and  water heaters; as well as supervisor of the Dutch contribution to labeling & standards cold appliances and ovens.
 
Overall, he has worked as an advisor on energy issues for more than 25 countries including: China, Croatia, Egypt, Iran, Kenya, Russia, Syria, Turkey, Tunisia.  Frank has been working with CLASP since its start in 1999, in various roles, most recently as Special Adviser to CLASP's European Program.  Frank is fluent in English, Dutch, and German with a working knowledge of French.  Frank will split his time between CLASP’s offices in Washington DC  and CLASP’s European office located in Brussels in addition to traveling as needed to CLASP’s partner countries in Asia and Latin America.  Frank will begin in this new and exclusive role immediately.  His new email address, fklinckenberg@clasponline.org, will be working next week.
