China

S&L is a prominent element in China's increasing emphasis on sustainable energy and its goal to reduce energy intensity of the economy by 40-45% by 2020 from 2005 levels.  With international assistance from CLASP and others, China has implemented a series of minimum energy performance standards (MEPS) and expanded the coverage of its voluntary energy efficiency label to over 40 products, including residential, commercial, and industrial products.  China recently added an energy information label which is applied to household refrigerators, air-conditioners, and clothes washers, among other products.

Work in China is ongoing and relies upon funding from the ClimateWorks Foundation and the Ministry of Economy, Trade, and Industry (METI), Institute for Energy Economics Japan (IEEJ), in collaboration with the China National Institute of Standardization, the China Sustainable Energy Program, the Energy Foundation, and the Lawrence Berkeley National Laboratory.

S&L  Program Development

In collaboration with CSEP and LBNL, CLASP is supporting policy analysis for CNIS’ 12th Five Year Plan (2011-2015), a plan for S&L implementation for the next 5 years.

Standards Development

CLASP and CSEP are supporting CNIS’ revision of standards for clothes washers, and development of new standards for compressors, air conditioners, vending machines, water dispensers, and Electrode-less fluorescent lamps.

Monitoring, Verification and Enforcement

Round Robin Testing of 4 split room air conditioners (fix speed) in 5 laboratories in China, 1 laboratory in Japan, and 1 laboratory in Australia was completed in February 2010.

With support from CLASP and CSEP, CNIS will implement a 2nd Phase of RRT for Air Conditioners in August 2010, aimed at further improving the 2009 RRT scheme and developing a a general implementation RRT model that can be applied to industry and third-party laboratories.

Check Testing of 8 different products in 4 different provinces in progress scheduled for completion in December 2010.

S&L Program Evaluation

Label Evaluation initiated in May 2010. On-site survey completed in July 2010; final reports scheduled for publication in October, 2010.

International Collaboration

With support and coordination of CLASP, CSEP and LBNL, CNIS hosted a Workshop on Computers and Servers in Beijing in November 2009, with attendees from India’s Bureau of Energy Efficiency, the US Environmental Protection Agency, and the European Commission.

Per this collaboration, CLASP prepared and distributed a letter for IT manufacturers to inform them that CNIS, BEE, and EPA have agreed to work together on harmonized test procedures.

CLASP hosted a webinar meeting to discuss the progress of this work in June 2010.

Europe

In 2005, the European Union (EU) adopted a promising framework directive for the Setting of Ecodesign Requirements of Energy-Using Products, also referred to as the Ecodesign or EuP Directive. This policy instrument aims to transform products and markets in order to increase energy efficiency in Europe in line with the European Union’s broad objective of saving energy by 20% by 2020. The Directive establishes a framework for setting eco-design and energy efficiency requirements for a wide range of products. Through this policy, inefficient and eco-unfriendly products could be forbidden for sale on European markets. This could have an important leveraging effect on the global markets for these goods and on manufacturers all over the world. Adoption of Ecodesign Implementing Measures, which are adopted as Commission Regulations, began in 2008. A recast of the Ecodesign Directive was adopted in October 2009 (DIR 2009/125/EC), broadening its scope to also cover the setting of Ecodesign requirements for energy-related products (such as windows and water taps), and strengthening other provisions of the Directive.

CLASP’s work in Europe is supported by the ClimateWorks Foundation. CLASP provides S&L Best Practice to the European Commission and to Member States for the setting and implementation of Ecodesign requirements and labeling schemes. In addition to drawing upon independent experts to carry out technical studies through CLASP’s Call for Partners process, CLASP collaborates with other organizations active in this area, such as the European Climate Foundation (a ClimateWorks Regional Climate Foundation), ECOS (European Environmental Citizen Organization for Standardization) , and the European Council for an Energy Efficient Economy (ECEEE).

Technical Analysis for Standards

CLASP Europe is assembling an alternative project team to undertake “Study to Assess Barriers to Improving Energy Efficiency in Heating Appliances/Systems for New and Existing Buildings in the EU and Propose Cost-Effective Solutions to Removing Them” as the originally assigned winning bidder was unable to carry out the study within the desired timeline.

Technical analysis underway on Cooling Appliances and Systems for New and Existing Buildings (Commercial and Residential) in the EU (Buildings Research Establishment (BRE), UK).

Review of European Commission’s draft Preparatory Ecodesign Study on Transmission and Distribution Transformers ongoing (Scholand) with the goal of employing lessons learned from the US Rulemaking on the same. CLASP is additionally carrying out work on transformer designs to improve the quality of the Preparatory Study.

Scoping Study to identify additional products for analysis underway (CLASP & Waide).

Technical Analysis for Label Design and Implementation

Strategy adopted for addressing issues concerning implementation of new energy label, including preparation for its scheduled revision in 2014 and monitoring of its impact on market uptake of energy efficient products.

Activities will be carried out in three stages:
1) Study on comprehension and use of the new label (ex ante) will be launched in second half of 2010;
2) Monitoring of new energy label markets impacts (in collaboration with TopTen (funded by ECF)and possibly the European Commission, 2011-2014);
3) Study on comprehension and use of the new label (ex post) (2012-13).

Compliance and Monitoring

"Study to Assess the Monitoring, Verification and Evaluation (MV&E) Capabilities and Practices for the Implementation of the Ecodesign and Labeling Directives in the EU" (Waide/Navigant Europe, Intertek, Attali/SoWatt and Krivošík/SEVEn) underway; peer review to take place in October-November 2010.

Global Information Dissemination

Since its inception, CLASP has worked toward creating a global pool of trained S&L practitioners and provided information to policy makers around the world who regulate appliance energy efficiency.  CLASP’s Global Information Dissemination projects encompass its website, guidebook, conferences, and research and publications, with the ultimate goal of putting S&L Best Practice into the hands of the people who need it when they need it. 

These projects are ongoing and have relied on support from various APEC Economies, REEEP, USAID, US EPA, UNDESA and the United Nations Foundation.  Funding for these projects currently comes from the ClimateWorks Foundation and various APEC Economies.

Global S&L Research & Publications

Global Harmonization Study (Waide, Harrington, and Scholand) completed; new Harmonization Implementation Plan under review and to be taken up in September of 2010.

Monitoring, Verification, and Enforcement Best Practice Guidebook (Mark Ellis) completed and in preparation for publication; an adjoining conference scheduled for September 2010 in London, in collaboration with IEA 4E.

International Product Benchmarking

Mixed teams of bidders assigned to “Study to Provide International Comparison of Energy Efficiency Performance and Policy Measures for Heating Appliances used in Residential and Commercial Sector.” Work initiated in June and scheduled for completion in December 2010.

S&L Best Practice Training

In collaboration with the Latin American Energy Organization (OLADE), CLASP has implemented two virtual training courses (June 2009 and April 2010), reaching approximately 200 S&L policy makers and practitioners throughout the Latin American/Caribbean region.

CLASP is hosting two senior Indian Policy Makers from BEE at ACEEE Summer Study in August 2010.

CLASP is hosting three senior Indian and Chinese Policy Makers (BEE and CNIS) at an international MV&E conference, London, September 2010.

SEAD Initiative

CLASP continues providing technical support and best practice expertise to the US DOE's SEAD Initiative.

Asia Pacific Economic Cooperation Energy Standard Information System (APEC ESIS)

CLASP Serves as the Secretariat for the Asia Pacific Economic Cooperation’s Energy Standards & Information Systems Site

The primary objectives of ESIS are to provide:

  • Up-to-date information on appliance and equipment energy standards and regulations;
  • Links to experts and information related to standards and regulations used by APEC and other economies;
  • A regular newsletter with listings of new and proposed standards in the region;
  • A way for Key Contacts in APEC economies to review standards listings for all economies so that they can be updated systematically, on a regular basis;
  • "Communities of Practice" for experts and officials to discuss efforts to harmonize and rationalize the testing, labeling, and minimum energy standards for specific appliances and equipment.

India

CLASP has been supporting the Bureau of Energy Efficiency (and before that EMC) since 2000, helping BEE to: develop administrative procedures, establish three independent refrigerator test laboratories, and introduce the first rating plan and label for frost-free refrigerators as a three-step process designed to achieve an internationally benchmarked energy efficiency level by 2012. BEE celebrated big wins the beginning of this year: notification of mandatory S&L for frost free refrigerators, air conditioners and color televisions, and for washing machines in early August 2010.

Work in India is ongoing and relies upon funding from the US State Department and the ClimateWorks Foundation. On projects and activities in India, CLASP collaborates with BEE and Shakti, a ClimateWorks Regional Climate Foundation.

Consumer Awareness and Impacts Assessment

Impact Assessment Second Phase initiated for Air Conditioners and Refrigerators; expanded product scope for Phase One Impact Assessment, including ceiling fans, televisions, storage water heaters (Geysers), and fluorescent tube lights.

Market Transformation Strategies

Report on Market Transformation Strategies for Consumer Electronics completed and submitted to funder.

International Collaboration

Report on Best Practice S&L for Consumer Electronics in India completed in June 2010. Workshop on S&L Best Practices for Consumer Electronics in Asia Pacific Partnership countries tentatively scheduled for November 2010.

Monitoring, Verification, & Enforcement

Capacity Building for Testing Laboratories in India started on 3rd August 2010. Review of applicable Indian and international test procedures; identification of all existing test laboratories, assessment of existing test facilities across the country, and planning of further training and lab improvement activities for 2010 / 2011.

Latin America

The changing energy policies in Latin America promise significant CO2 savings in the region in the coming years, and demand best practice outreach, technical assistance, and relationship-building efforts. CLASP has developed a strategy for energy savings and emissions reduction from appliances in Latin America, building upon ongoing initiatives and programs in individual countries. CLASP’s goal is to provide Standards & Labeling Best Practices to national programs in Latin America that offer significant carbon savings or are key to influencing regional practice. CLASP is also fostering the exchange of experience and the creation of synergies amongst successful programs and initiatives in the region.

Projects and activities in Latin America are ongoing and currently rely upon funding from the ClimateWorks Foundation. In addition to drawing upon independent experts to carry out technical studies through CLASP’s Call for Partners process, CLASP collaborates with local and national actors, regional organizations, national ministries, and energy agencies, such as the Mexican National Commission for the Efficient Use of Energy (CONUEE), the Chilean Ministry of Energy, Fundación Chile, the Argentinean National Energy Secretariat and the National Regulatory Agency for Gas (ENARGAS), and the Latin American Energy Organization (OLADE), and also works in partnership with the Lawrence Berkeley National Laboratory.

Activities in 2011 will focus on Mexico and on the North American Standards and Incentives Coordination Process, fostered by US DOE in the framework of the SEAD Initiative .

In-Country Technical Assistance

Country strategies for Mexico, Argentina and Chile developed in coordination with national partners.

Memoranda of Understanding on activities in 2010 with CONUEE Mexico and ENARGAS Argentina have been signed.

Ongoing work in 2010 includes:

  • Support to CONUEE of Mexico in the elaboration, revision and alignment of MEPS (following a prioritization of equipment)
  • Review of the Chilean National EE S&L Program; Technical Assistance on complementary policies and on the development of MEPS for refrigerators / freezers
  • Support to ENARGAS of Argentina on EE standards and MEPS for gas appliances
  • Support to the Chilean National Energy Efficiency Program ongoing for Policy Analysis Modeling System (PAMS) and development of MEPS for domestic lighting products.

United States

In the US, the S&L regulatory process includes extensive techno-economic analysis to maximize cost-effective energy savings from S&L. Further, the field of appliance efficiency is populated by well-organized and coordinated technical experts at multiple organizations including: the Alliance to Save Energy, American Council for an Energy-Efficient Economy, Appliance Standards Awareness Project, Consortium for Energy Efficiency, Natural Resources Defense Council, as well as multiple regional entities that nearly cover the breadth of the United States. This is in addition to active participation by many utilities and some states in promoting efficient appliances through communications and incentives.

CLASP supports the existing network of S&L experts already operating in the US to increase the stringency and efficacy associated with S&L implementation in the US, and thereby secures further energy efficiency savings through S&L regulations, with an additional savings potential of 133 Mt annual in 2030. CLASP’s work in the US is supported by the ClimateWorks Foundation and its grantees. .

Technical Support on Compliance

CLASP provided policy analysis and expertise to ASAP’s Technical Advocacy Group responding to the DOE’s request for public comment on their proposal for changing energy efficiency enforcement structure.

Technical Support on Labeling

CLASP continues coordinating a US Labeling Working Group, comprised of technical experts from multiple partner organizations.

The working group formulated a response to the FTC for improving the lighting label. The group is simultaneously formulating an organized response to address television labeling and labeling for other consumer electronics.

Technical Support for Standards Development

CLASP is providing ASAP working groups with product-specific expertise and technical analysis for standards for distribution transformers, motors, and furnace fans.

Technical Support for Test Procedures

CLASP's new Director of US Programs is providing support to ASAP Technical Advocacy Groups on test procedures under revision at the US Department of Energy for refrigerators, room air conditioners, and clothes dryers.
