In August 2011, the Bureau of Indian Standards (BIS) Technical Committee approved comprehensive (energy performance, safety and quality) standards for LED lamps. The CLASP team developed these standards for BEE, and assisted BEE in shepherding the standards through the Technical Committee. India is now the international front-runner on LED standards and is positioned to play a key global leadership role on this important product group. A recent analysis conducted has indicated that, if LEDs replace the present stock of CFL and incandescent bulbs in the residential and commercial sector, there is a potential energy saving opportunity of about 33 TWh of electricity per annum.

CLASP is supporting BEE in the design and implementation of a multi-million dollar program financed by the Government of India to provide training and build capacity within government product testing laboratories. This significant funding allocation is a direct result of the laboratory capacity assessment that CLASP provided to BEE in 2010.

CLASP hosted a major workshop on consumer electronics S&L in Asia Pacific Partnership (APP) countries in March 2011 in New Delhi. The workshop aimed to strengthen the foundation for effective consumer electronics S&L in India by drawing on best practices, key policies, strategies for overcoming obstacles, and lessons learned from APP member countries.

CLASP is currently providing technical assistance to BEE in the design of labeling recommendations for several products, including inverters and inverter batteries, UPS, office automation products, various types of fans, and boilers. Industry stakeholders have committed to follow the policies set forth by BEE as a result of these studies for manufacturing energy efficient products. Together, these products have the potential to save 17.1 million tons of CO2 emissions cumulatively in 2020.

BEE is moving decisively towards harmonization with the U.S. EPA’s ENERGY STAR program on television power consumption, test procedures, and labeling. This will initially be launched as a voluntary program and transitioned into a mandatory labeling program by January 1, 2013. India’s current voluntary labeling of color televisions has achieved energy savings of approximately 27 MW in avoided generation capacity in 2009-2010 and is projected to exceed 33 MW of generation capacity in 2010-2011.
