CLASP’s assistance to BEE encompasses all aspects of a world-class standards and labeling policy portfolio, including product-specific market, technology, and economic assessments; product energy performance and test procedure standards development and revision; S&L program monitoring, verification, and enforcement; S&L program information dissemination; and institutional capacity support and development.
Product Specific Market, Technology, and Economic Assessments CLASP conducts comprehensive market, technology, and economic assessments of priority appliances, lighting, and equipment to identify potential energy savings, carbon emissions reductions, and obstacles to incorporating these products into BEE’s S&L program. BEE uses these comprehensive studies to set implementation schedules for labels and associated energy performance thresholds for the selected products. Currently, CLASP is supporting BEE by conducting techno-economic and market analyses for a number of products, including inverters, inverter batteries, uninterrupted power supply (UPS), voltage stabilizers, office equipment (scanners, photocopiers, fax machines, and printers), boilers, and various types of fans.
S&L Program Monitoring, Verification, and Enforcement (MV&E)
CLASP conducts impact assessments of India’s S&L program on a bi-annual basis in order to provide BEE with opportunities to update and improve national policies. In 2011 and 2012, CLASP is additionally supporting BEE in the design and implementation of a major training and capacity building program for product testing laboratories – a critical step towards monitoring and enforcing manufacturer compliance with energy performance thresholds associated with mandatory labels. Additionally, CLASP conducts consumer awareness surveys and market impact assessments of India’s Star Labeling program to provide BEE with clear data and analysis of the program’s effectiveness in driving consumer purchase decisions and market penetration of energy efficient products.
Product Energy Performance and Test Procedure Development CLASP is providing ongoing technical assistance to BEE on the development or revision of test procedures and labeling thresholds for frost free and direct cool refrigerators, room air conditioners, LED lights, various types of fans, and distribution transformers. All of these products are already part of India’s S&L program with the exception of LEDs and fans. CLASP’s technical assistance complements BEE’s efforts to improve the labeling program, increase the stringency of test procedures, and revise the label thresholds for these products, resulting in significant energy savings and CO2 emissions reductions.
S&L Program Information Dissemination CLASP periodically updates its Global S&L Database to provide and maintain up-to-date information on all products currently regulated under India’s S&L program. The database profile includes product categories, label types, policy status, and associated test procedures.
Institutional Capacity Support and Development CLASP provides direct programmatic support to BEE to develop the institutional capacity needed to implement and maintain India’s S&L program.
