Making Appliance Energy Efficiency the New Global Standard

India

For the past decade, CLASP has supported the development and implementation of appliance standards and labeling programs in India through the provision of technical assistance to the Bureau of Energy Efficiency (BEE). With ongoing support from CLASP, BEE’s S&L program resulted in electricity savings of 4,350 million kWh, equivalent to 2,179 MW of avoided capacity generation, in the year 2009-2010 alone.

In India there is a potential to save 210 Mt CO2/year by 2020 through expanding existing S&L; improving monitoring, verification and enforcement; providing institutional capacity development; and transforming the market through targeted demand and supply chain interventions.

Since 2009, CLASP has utilized funding from the ClimateWorks Foundation to provide technical and programmatic assistance to BEE, with the end goal of reducing electricity consumption and CO₂ emissions while bolstering India’s S&L capacity. In addition to providing training and capacity building to BEE, CLASP currently assists BEE to aggressively expand the scope of products under the S&L program, revise and improve test methods on numerous products, and conduct a major laboratory testing capacity building program. Between 2007 and 2010, CLASP also supported BEE with funding from the U.S. Department of State under the framework of the Asia Pacific Partnership.

  • CLASP’s assistance to BEE encompasses all aspects of a world-class standards and labeling policy portfolio, including product-specific market, technology, and economic assessments; product energy performance and test procedure standards development and revision; S&L program monitoring, verification, and enforcement; S&L program information dissemination; and institutional capacity support and development.

  • Recent accomplishments of CLASP’s India team include a first-of-its-kind endorsement label for notebook computers; development and approval of new comprehensive labeling thresholds for LED lights; training and capacity building; conference hosting; technical assistance for the design of labels and associated energy performance thresholds on various products; and ENERGY STAR harmonization support.
