Making Appliance Energy Efficiency the New Global Standard

Program Accomplishments

CLASP's China team aims to accelerate significant carbon emissions reductions in China's appliances and equipment sector. Recent accomplishments include technical support to CNIS on MEPS revisions and labeling best practices; strategic support and evaluation for CNIS' S&L Program, including the national S&L plan; technical support for local enforcement and testing efforts for increased compliance; and support for the implementation of complementary policies (e.g. incentives).

Examples of recent accomplishments – described in more detail below – of CLASP's China team include technical support to CNIS on MEPS revisions and labeling best practices; strategic support and evaluation for CNIS' S&L Program, including the national S&L plan; technical support for local enforcement and testing efforts for increased compliance; and support for the implementation of complementary policies (e.g. incentives): 

  • CLASP's China team provided technical support directly to CNIS on multiple projects including MEPS revisions and labeling best practices for Flat Panel TVs, external power suppliers, gas cook stoves, copy machines, air conditioners, washing machines, AC compressors, vending machines, water dispensers, self-ballasted fluorescents, printers, and set-top boxes (2009-2011); a market survey on CFLs and DFLs for China's planned revision of MEPS (2010); and China's Top Runners Program for appliance manufacturers (2011).
  • CLASP's China team provided strategic support and evaluation for CNIS' S&L Program including a ten-year national plan for standards and labeling advancement; technical support for diverse S&L projects including the annual study on the status of energy efficiency developments in energy-using products (2010-2011); the development of a toolkit and framework for S&L program development and impact evaluation in China (2011); and a China energy label survey on the consumer awareness and retailor utilization (2010).
  • CLASP's China team offered technical support for local enforcement and testing efforts for increased compliance such as development of local enforcement mechanisms for S&L implementation (2009-2011); round robin testing on air conditioners (2010-2011); and the establishment of a supervisory and information system for energy label testing laboratories (2011). It is estimated that anywhere from 10 to 50 percent of savings from S&L are lost due to non-compliance. China has made a commitment to improving its monitoring, verification and enforcement (MV&E) practices on national and local levels with the assistance of CLASP and other international experts.
  • CLASP's China team provided support for the implementation of complementary policies (e.g. incentives) including incentive policies on the promotion of efficient appliances (2010) as well as general support to S&L stakeholders in China including assistance to international speakers at appliance workshops and conferences in China (2010-2011).
